Separate and sealed bids for the construction of NORTH BENTON COUNTY ARPA WATER SYSTEM IMPROVEMENTS: CONTRACTS A – AMR METER MATERIAL, CONTRACT B – AMR METER INSTALLATION, CONTRACT C – HYDRANT VALVES, CONTRACT -D – GROUND WATER WELL, will be received by the NORTH BENTON COUNTY WATER ASSOCIATION at the BENTON COUNTY COURTHOUSE, 190 RIPLEY AVE, ASHLAND, MS 38603, until 10:00 A.M. ON TUESDAY THE 5TH OF NOVEMBER, 2024 and then at said office publicly opened and read aloud.

Contract A: Provide materials for a working AMR system with drive by data collection and approximately 185 radio read meters. Contract B: Replace approximately 185 radio read meters provided by Contract A. Contract C: Install Approximately 31 gate valves at existing hydrants. Contract D: Install 200 GPM ground water well (approximately 1,350 ft. deep). Includes yard piping, chemical feed systems, electrical, control system improvements, and an alternate for a portable generator.

Bidders are not required to bid all contracts.

Minority and women's business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. This project is being supported in whole or in part by the American Rescue Plan Act (ARPA), federal award number ARWAI-G-0050017 awarded to the NORTH BENTON COUNTY WATER ASSOCIATION by the U.S. Department of the Treasury.”

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the ARPA Rural Water Associations Infrastructure Grant (RWAIG). Neither the State of Mississippi, the Local Governments and

Rural Water Systems Improvements Board, nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with RWAIG Program Regulations. Based on the Assistance Listing: Coronavirus State and Local Fiscal Recovery Funds and Part 2 of the US Treasury State and Local Fiscal Recovery Funds Compliance and Reporting Guidance (v3.0 February 2022) (Compliance Guide), the following Uniform Guidance provisions will be required in all contracts:

Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Plan holders maintained by Plan House Printing. Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof.

Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety bonds subject to the conditions provided in the Information for Bidders. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid.

A conditional or qualified Bid will not be accepted. Award will be made to the lowest or best responsible, responsive Bidder. The Owner reserves the right to waive any informality or to reject any or all Bids.
