Sealed bids for Water System Improvements, CDBG Project No. 1200-24-352-PF-01/1137-24-352-PF- 02 for the Town of Summit in Summit, Mississippi, will be received by the Honorable Percy Robinson, Mayor of the Town of Summit, Mississippi, until 10:00 AM local time on August 27, 2025, at the Town Hall located at 706 West Railroad Avenue, Summit, MS 39666, and shortly thereafter will be opened and publicly read.
The work involved in the project includes the replacement of electrical/control equipment, installation of Owner provided flow meters, and removal/replacement of water gate valves as described in the construction drawings and specifications.
A Pre-Bid Meeting will be conducted at 2:00 P.M. local time on August 19, 2025, at the Summit Town Hall located at 706 West Railroad Avenue, Summit, MS 39666. Bidders are strongly encouraged to attend.
Copies of the Contract Documents are being made available via paper and digital copy. Plan Holders are required to log-in or register for an account to view or order bid documents at www.dunganengbids.com. This construction project is financed by the Mississippi Development Authority, Community Incentives Division, by a Community Development Block Grant through the Small Government Public Facilities Category, 1200-24-352-PF-01/1137-24-352-PF-02, and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is, or will be, a part of this Invitation for Proposals or any resulting contract.
The successful bidder must comply with Section 3 of the HUD Act of 1968 and its associated regulations (24 C.F.R., Part 75). CDBG regulations governing the grant require that, to the greatest extent feasible opportunities for contracting, subcontracting, training and employment arising in connection with this CDBG project will be extended to Section 3 businesses, Targeted Section 3 Workers and Section 3 Workers.
Minority and Woman Owned Business Enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. The successful bidder must comply with the Davis-Bacon Act which requires that all laborers and mechanics shall be paid at rates not less than those determined by the Department of Labor to be prevailing for the locality in which the project is located. The successful bidder must comply with the Build America, Buy America Act enacted as part of the Infrastructure Investment and Jobs Act (IIJA) Pub. L. 117-58 and 2 CFR 184.
Bid preparation will be in accordance with the Instructions to Bidders bound in the Documents. The Town of Summit reserves the right to waive irregularities and to reject any and/or all bids.
